A source in the government told what was agreed by diplomats.
The Russian presidential aide Vladislav Surkov and special envoy of the US state Department in Ukraine Kurt Volker discussed the possibility of introduction of peacekeepers to the Donbass.
“First, peacekeepers contribute to the separation of powers, a complete ceasefire and withdrawal techniques. Next Rada adopts laws in the framework of the Minsk agreements and the exchange of prisoners by the formula “all for all”. The mandate of the peacekeepers is expanding to the whole territory ORDO and starts preparing for local elections. After the elections, the border placed under the control of Kiev and the mandate of the peacekeepers is considered to be completed,” – said the source.
It is noted that the interested Walker, it can take as a compromise, if soon U.S. Secretary Rex Tillerson is no substitute for Nikki Haley, the permanent representative of the United States in the UN. In this case, it may change the vector of negotiations, the U.S. and Russia.
Recall negotiations Volcker and Surkov took place on 7 October in the Serbian capital Belgrade. This meeting was the second. Earlier, representatives of the United States and Russia met in Minsk on August 21.
