National and regional broadcasters received fines for failure to comply with quotas for the broadcast of Ukrainian songs and programmes in the state language.
According to the results of unscheduled inspections broadcasters about the broadcast of the Ukrainian songs on the air on 9 February, the national Council of applied penalties to multiple radio stations.
In particular, LLC “Teleradioveschateley company “Master” (“Vesti.Radio”) received a penalty of 5% of the amount of the license fee for non-quota management of programmes in the state language. The amount of the fine will be 39 600,00 UAH.
“Radio Chanson” November 8, 2016, when monitored, broadcast 21.1% of the songs in the national language during the day. The fine will be UAH 125 726,40. The radio station “KISS FM” from Kiev 09.11.2016 share songs in the state language during the day was 22%, and in the intervals between 07:00 and 14:00 to 24% and from 15:00 to 22:00 is 22.5%.
In addition, disturbances detected in the air several regional broadcasters. Share songs in the state language during the day in the air of an Independent broadcasting company “IRTA”, Lugansk, November 11, 2016 amounted to 14.4% and in the period from 07:00 to 14:00 – 24,49%. LLC “TV and radio company Mayak”, Alexandria, Kirovograd region., 17 Nov 2016 broadcast – 6% of the songs in the national language during the day, 9% – from 07:00 to 14:00 and 4% – from 15:00 to 22:00. 15 Nov 2016 “Teleradiokompaniya Skifiya from Novomoskovsk, Dnipropetrovsk region broadcasted to 16.36% of the songs in the state language. OOO “Radio “New wave”, Kharkov, November 9, 2016 in the time period from 15:00 to 22:00 aired 3% of Ukrainian songs. In Kharkov LLC “Teleradiokompaniya “Simon” November 14, 2016 recorded 14.2% of the songs in the national language during the day and 23% in the time from 07:00 to 14:00 and 22.1% from 15:00 to 22:00. On OOO “Teleradioveschateley company “Master” from Kharkov violation detected amount of broadcast in the state language. So, to be aired on GPB on 12 November 2016, he made 49,22%. “The national Council acknowledged the violation by the licensee of the second part, or the fifth article 9 of the law of Ukraine “On television and radio broadcasting”.

In accordance with part eleven of article 72 of this Law to all broadcasters applied penalty. Thus, the amount of fines for broadcasters were: UK “Television and radio “Yutar” – 215 600,00 UAH. LLC “TV and radio company Mayak” – 4 040 UAH. “TV and radio company “Skifiya” in the form of company – 33 600,00 UAH. OOO “Radio “New wave” – 36 360,00 UAH. LLC “TV and radio company “Simon” – 37 800,00 UAH. OOO “Teleradioveschateley company “Master” – 39 600,00 UAH”, – reported in the national Council.
The total amount of penalties is more than 500 thousand UAH.
As you know, on November 8, broadcasters must ensure during the first year of broadcast during the day 25% of the songs in the Ukrainian language, and in the intervals between 07.00 and 14.00 h and between 15.00 and 22.00. In the second year after the entry into force of the Law, this share is 30 percent and the third year – 35 percent. In addition, broadcasters should ensure in the first year at least 50 percent of the daily volume broadcast in the state language, the second year – not less than 55 percent, and in the third year not less than 60 percent.
