In Kiev banned the catching of homeless cats

March 22 at the meeting of permanent Commission of the Kyiv city Council on environmental policy, the deputies approved the draft decision “On some issues of homeless cats in the city of Kiev”.

About it reported in a press-service of the city Council.

It is prohibited to catch stray cats on the territory of Kyiv with the exception of the need for their sterilization, vaccination and/or to transfer to new owners. This process must be brought by the representatives of the social animal protection organizations.

“In addition, the municipal enterprise for maintenance of the housing Fund is not obliged to create intentional interference for performing the functions of a natural cats disinfestation and to give them access to the basement premises”, – said the author of the draft decision, the head of the ecological Commission Konstantin Yalova.

In addition, the draft decision notes that a responsible person authorized in the structures of housing and utility enterprises or organizations, including cooperatives, condominiums, must ensure compliance with the standards and requirements for the operation of cellars, technical basements and attics to prevent insulation there cats that can lead to their death. Also the communal enterprise “Shelter for animals” and “Kiev city hospital of veterinary medicine” has to provide extrabudgetary funds and funds provided in the budget for the relevant year, regulation of the number of these animals in the city through sterilization with compulsory vaccination.
