The chamber has found questionable points in the results of the activities controlled by the Ministry of culture cinema Fund, writes RBC with reference to the report of the Ministry on the audit of the Fund from 2017 to September 2019.
Analysts ‘ questions SP relate to the use of these filmmaking tools, objectivity in the work of expert councils of the Russian cinema Fund and the criteria by which are evaluated the applications for state aid.
According to the report, up to 60% of the estimated cost of movies went to offshore companies or Russian companies with a staff of 1 to 9 people. In addition, the work of the expert councils were present conflict of interest: for example, the Studio “Soyuzmultfilm” received state support in the presence of its representatives in the expert Council.
However, as noted in the report, the results of voting experts are not stored, and the success of rent the previous films of the applicant for state aid is not considered.
