From 2020, the excise tax will be 31 rubles per liter, 2021 — 32 rubles, with 2022-th — 33 rubles. The excise duty on champagne in 2020 will be at the level of 40 rubles per liter, in 2021-m — 41 rubles, 2022 — 43 rubles.

Also, the law sets the excise tax on wine, which were not previously taxed. Now an exception will be made only for those wine materials, which are used for making distillates. With the rest of the tax will be levied at the rate of 31 rubles per liter (32 and 33 of the ruble in 2021 and 2022 years).

The law is aimed at supporting domestic producers, however, due to the lack of Russian materials the new rules could lead to an increase in retail prices of wine, experts say. In the end, according to their estimates, the growth of prices for Russian and imported wines can range from five to ten percent.

More expensive cars

This is due to the increase in the rates of utilization fee. This decree was signed by Prime Minister Dmitry Medvedev.

The maximum increase occurs in the segment of passenger cars and average 110.7 percent. While much will depend on the capacity of the particular vehicle. So, for cars with an engine capacity of less than one liter, the fee will increase by 46.1 per cent, for vehicles with an engine capacity from 3.5 liters — 145 percent.

For the mass segment of cars with an engine of 1-2 litres — the collection will grow by 112.4 percent.

The government is considering increasing the recycling fee as a compensatory measure after the reduction of customs duties on imported cars. According to participants of the market, all the dealers will be forced to raise prices, which, by the way, in 2019 was low because of falling demand.

At the same time, the Ministry of industry and trade do not expect a sharp rise in the price of the car. They said that to keep the price of Russian cars would help the state support measures, and the imported share of index utilization fee is only two to five percent.

Will cease to operate Soviet laws

In November it was reported that it encountered difficulties, as a third of Soviet laws, for example, it is impossible to find in the legal databases, and some of them exist only as references in other acts. All documents have to be checked manually, since the information about their relevance varies.

The mechanism itself of the regulatory guillotine involves extensive analysis and review of existing laws with a view to their revision.

Thus goes down in history as much as a decree from 1994. It is possible to deduct that compensation in the amount of 50 rubles was appointed “to mothers (or other relatives, actually caring for the child), consisting in labour relations on terms of employment with the enterprises, institutions and organizations regardless of their organizational-legal forms, and female soldiers who are on leave to care for a child up to the age of three”.

In Europe and the United States marked “bio” or “organic” means that the products have been produced without the use of chemicals, pesticides, herbicides, antibiotics and certain means of plant protection. In Russia until recently, the laws did not define what is organic or “organic”products, so manufacturers simply used the mark to attract the attention of consumers.

According to the head of Roskoshestvo Maxim Protasov, now the country faces a challenge to achieve recognition of domestic certificates all over the world, as it will give an opportunity for Russian farmers and businessmen to develop exports.
