Of 1.03 trillion rubles is the debt for housing and communal services in Russia in March 2020.
According to the Ministry of construction, housing and utilities of the Russian Federation, the structure of the debt consists of unpaid management companies, communities and homeowners accounts in the amount of 810 billion rubles, 60 billion of the debt of budget organizations and 400 billion debt of other consumers of housing services, RBC.
This volume of debt, according to the Ministry of construction, is not significantly reduced, which leaves the problem of underfunding of the housing sector relevant from year to year.
One of the most controversial issues in solving the problems of debts on utilities in 2019 the transfer of rights of claim of the unpaid bills of the population of collectors. Relevant innovations are actively discussed until signed by the President of Russia Vladimir Putin amendments to the Housing code, prohibiting the transfer of rights of debt collection accounts non-professional participants of the market of housing and communal services.
Thus, it was legally forbidden to transfer debt collectors citizens on utility payments, recovery is now possible only in a judicial order.
Experts predict that by the end of the first half of 2020, the volume of debts of the population for utilities may increase. The reason is that the introduction with the beginning of the pandemic in the early stages of the moratorium on penalties and disconnection of services and a General reduction of incomes of Russians can motivate citizens to ignore utility bills in favor of payment over actual cost of food and medicine and other primary needs.
