Preferential import of used cars would like to extend.
Was the bill, which will allow to deliver to Ukraine at a reduced excise tax for a used car at least another year.
A law providing for concessional taxation excise importation of used cars, effective from 1 August 2016 to 31 December 2018.
According to this Law, every Ukrainian within one calendar year can make to our country and to clear at a reduced excise tax of one passenger car not older than 2010 model year.
However, year is not the only constraint required by our legislation. It is also necessary that the car that crosses our borders, meet environmental standards Euro 5. To obtain a certificate of compliance this rule, must go through a special procedure.
However, from 1 January 2018 our country will be introduced stricter environmental standard, Euro 6. And if the standards meet the Euro 5 vehicles produced after 2010, Euro 6 is even more fresh after 2016 (and that is not any manufacturer). Thus, in 2018 in our country at a reduced excise duty can be imported only one-year old car. And the prices for them even in Europe are not much different from new.
To make possible the importation of a greater number of used cars in our country at a reduced excise tax, the MPs have registered several bills.
So, according to the draft room 5624 from 29.12.2016 from Robert Gorvat (the author of the bill of preferential excise tax) is proposed to postpone the introduction in Ukraine of standards of Euro 6 from 1 January 2018 and 1 January 2020. That is, for 2018 can be imported at a reduced customs clearance cars with 2010 production.
The alternative draft law of the people’s Deputy Ruslan Solwara No. 5624-1 offers to leave the date of 1 January 2018 as the countdown to Euro 6 for all vehicles, but for one to make an exception. We are talking about trucks increased patency of category N3G (with GVW over 12 t), which are operated far beyond the settlements and their anthropogenic influence is less perceptible. The first bill approved by the Committee for tax and customs policy, so its adoption is quite likely. In addition, the Verkhovna Rada registered a number of bills on the same subject. In particular, the project 5561 suggests the abolition of mandatory certification of imported cars on ecological standards. That is, to deliver you any car, even 100 years ago.
Another project, 6238, involves the waste of environmental norms on the step back up to the level of Euro 4. However, none of these three bills had been considered at relevant committees, and will not be submitted to Parliament.
