Reforming the system of control in the sphere of environmental protection will happen in three stages.
The Cabinet of Ministers approved the concept of reforming of state control in the sphere of environmental protection, including the elimination of the State ecological Inspectorate.
This decision was taken at a government meeting.
Reform will occur in three stages.
The first stage requires the elimination of the state ecological Inspectorate and the creation from scratch of the State environmental service. As noted in its report to environment Minister Ostap Semerak, the staff in the new body will be recruited through open competition, the possibility of retesting he was expelled.
The second stage will be an updated legal framework.
The third stage involves the introduction of a new system of monitoring the state of the environment. It also provides for automatic monitoring and recording of offences in the sphere of environmental protection and increasing penalties for such violations.
In addition, it is proposed to cancel the annual scheduled inspections for small and medium business if such business does not bear the negative impact on nature.
Semerak also stressed the importance of cooperation with territorial communities and local governments for reform.
