In the third month of the presidency of the leader of the USA of Donald trump, the President of the Russian Federation Vladimir Putin sent his diplomat to the state Department for transmission to the normalization of relations between the two countries.
This is stated in the document obtained by BuzzFeed News.
“The document is nothing like a “road map” to full normalization of us-Russian relations”, – said Vice-President for studies, Carnegie endowment for international peace Andrew Weiss.
As noted, the Kremlin proposal consisted of an immediate resumption of diplomatic, military and intelligence channels, which “exploded” over Russia’s military intervention in Ukraine and Syria.
It was planned that before April, Putin’s special representative on cyber security Andrey Krutskikh were to meet with U.S. counterparts for consultations on “information security”. Until may the country was to hold “special consultations” regarding the war in Afghanistan, Iran, Ukraine and the denuclearization of the Korean Peninsula, the newspaper writes.
Also, Russia proposed to hold a meeting of the heads of the CIA, FBI, national security Council, the Pentagon with their Russian counterparts, and to resume the channel, “closed” during the presidency of Barack Obama.
Reportedly, the document reveals the unspoken offer of Moscow about the fact that trump would not pay much attention to the likely intervention of Russia in the American elections in 2016.
“It (the document – ed.) just ignores all that forced the relationship to deteriorate, and pretending to be meddling in the election (USA – ed) and the crisis in Ukraine never happened,” said a former employee of national intelligence during President George W. Bush Angela Stent, who also studied the document.
The publication notes that to date, only a small part of the proposed plan meetings were held, and many negotiations hardly will be conducted as Russia and the United States are in the process of diplomatic conflict.
The Russian Embassy in Washington refused to discuss the document. “We do not comment on closed bilateral negotiations, which are the usual diplomatic practice”, – noted in the Embassy.
Officials in the White house and the state Department refused to say who delivered the document, but did not deny its authenticity.
