At the beginning of 2018, the year the Permit expires, the emissions of a waste incineration plant “Energy”.
From 1 February 2018, the year the plant “Energy” expire permission from the Ministry of ecology and natural resources emissions into the environment.
Such permission is issued every 5 years and the last such resolution was spelled out requirements that from 1 February 2018, the plant is obliged to work according to European standards. It is known that the plant had to upgrade the system clean and install a chemical filter. The relevant tender was announced in July 2017. According to estimates, will take about six months to develop the project and half on the upgrades. In the end, the upgrades may be delayed until 2021. Where to put trash during those three years is unknown.
At the moment the plant “Energy” of the European regulations is not consistent and seriously pollute the environment. At the waste incinerator “Energy” is now working as a filters that catch only debris. In the end, the most harmful substances freely into the air. The plant needs a more expensive system chemical filtration.
It is noted that the implementation of the chemical was planned a long time ago, when Leonid Chernovetsky and Oleksandr Popov. How much money from the city budget went into designing this upgrade is not known.
When the mayor of Kiev became Vitali Klitschko, his team within one and a half years of ignoring the problem. Work on preparing for implementation of the new system of clearing of exhaust, the factory resumed only in the 2016 year. Then in the Kyiv budget on improving the purification system of the factory laid a total of 50 million hryvnas, however, the allocated budget has not been mastered “for lack of technical solutions”.
In July 2017 the Kiev authorities in the face of the public enterprise “Directorate for capital construction and reconstruction “Kastrichnitskaya” held a tender for the development of a new project and choice of technology. It was spelled out that the design should be submitted only in 2018-the year. Considering that the upgrade, you need at least a year and a half, to work according to European standards the plant will be able not earlier than the 2021 year.
The question that will be 1 February 2018, the end of the period of validity of permits, the Director of “Energy” is not the answer. We know that now half of the capital’s garbage transported to the landfill of solid waste №5 in the village of Pidhirtsi in Obukhiv district of Kyiv region. The range is operated from 1986 year and has already reached its design capacity. It was planned to be closed since 2006.
In October 2018, the year the city Council decided to close the landfill. Until the end of 2017, the giant garbage dump planned to cover the insulating layer. For the elimination of toxic landfill decided to spend nearly 300 million hryvnias.
Now the capital has encountered a problem that has persisted for 30 years, during which the authorities did not invest in recycling. The polygon must be closed, but for this to be an alternative that is now gone.
According to the head Pogorzelska village Council Sergey Kravchenko, to close the polygon no one is going, moreover, continues to operate. In the case that will close the plant “Energy”, all garbage going to the landfill. It threatens the dam on the North side of the landfill, which has long been overloaded.
The reconstruction of the dam in General was a separate issue. In the project “Reconstruction and technical re-equipment of landfill No. 5” works on the dam are aimed at increase of volumes of imported garbage, not strengthening it.
As a result, the polygon works only because Kiev the waste has nowhere to go.
