There are suspicions that officials appropriated the funds transferred to Germany for the reconstruction of the social infrastructure.
According to the investigation, from 2015, Ukraine has implemented a joint project of the Cabinet of Ministers, Ukrainian social investment Fund and the development Bank KfW (Germany) “Promoting social infrastructure”.
The project is aimed at reconstruction of houses, medical care, schools and kindergartens for immigrants from the occupied and dangerous areas of the ATO. The project implementation period – from 1 January 2015 until 30 November 2018.
In 2015, the project Fund and the city Council signed a cooperation agreement. The guaranteed Fund in 2015-2018 to Finance 100% of construction works of the network of preschool educational institutions by UAH 70 mln.
According to SBU, in may 2016, the Fund reported to the Bank in the use of 12.3 million UAH. and actually spent 7.5 million UAH.
In addition, law enforcement officers suspect that the contractors performed maintenance and construction work at the facilities without complying with the approved minimum requirements for technical characteristics of construction materials and equipment.
