Kiev faced a wave of scandalous insulation of walls of houses, which spoil the appearance of historic buildings and structures, decorated with old mosaics. Apartment owners claim that housing is insulated due to the fact that in the houses of the old walls and live in cold homes they just don’t want to. At the same time, officials claim that the actions of the residents is not entirely legitimate. Journalists figured out how to stop the massive fashion to the insulation.
The scandal broke on the Boulevard Vaclav Havel, where people spoil just two mosaics of the Soviet era, covering them with foam for insulation. The end of the house on Blvd. Havel, 50, decorated with colorful panels of the mosaic in the form of animals, and now you can see only part of it. The apartment owners explain that they had to insulate their homes, as the walls are so leaky that winter has to wipe off all the frost. After them residents of another house on the Boulevard Havel slapped foam mosaic, at the level of the fifth floor leaving open only the eyes of one of the figures.
In Solomenskiy RGA claim that the residents acted illegally by insulating your facade, and promise to investigate the situation. “It is possible that we will invest funds in the budget for next year and try to save the mosaic. It is a joint property of tenants, for which they are responsible, and the execution of works may agree among themselves” — said in the RSA.

Recently, a scandal broke out with the insulation of old buildings on the street, 43-B. residents of the upper floor decided to insulate the monument of architecture (end of XIX — beginning of XX century, security No. 72/2), a wing of the manor Bilyashevsky. At the level of the upper floor (it was built in the 1930-ies of the last century) insulated part of the facade. Apparently, the “update” I want the entire top floor of the building. At city hall say that such insulation is unacceptable. “Such examples of “insulation” around the city a lot, suffer mosaics for residential homes, schools, hospitals, kindergartens. The problem is that we have no clear list of objects of mosaics, which have artistic value. The responsibility for such actions of residents are the responsibility of the owner of the building, the housing office, condominium or the management company of the area. They must monitor and prevent such, to connect this question of representatives of GASK, to more severely punish violators. Each house has a passport of the facade, and break it has no rights. Alas, comprehensively this problem, the city does not” — told us Andrey Andreev, the acting Director of KP “Kievblagoustroystvo”.
He adds that the capital has started work on the elimination of inscriptions on the houses in the form of contacts of drug dealers: “Our inspectors began to warn of balance sheet and demand to immediately paint over the damaged facades”.
