Visa-free regime with the EU: everything you need to know Ukrainians

So, to enter the EU without visas will be allowed only to those who have a biometric passport. That is, a passport with a chip that recorded photo, signature and fingerprints of the person.

This is not some exclusive conditions for Ukraine.

This requirement applies to all States, without exception, have passed the visa liberalization with the EU over the last decade; and in the European Union have long issued only biometric passports.

What to do with current passports? The answer is simple: nothing. No requirement to replace them at no EU.

You have a valid multiple entry visas in the passport of the old sample? Safely use it before the expiration of its validity. Want to keep the old passport and issue biometrics as a second document? Please, this is also allowed.

Furthermore, you will continue to apply to the Embassy for a visa, if it is not a biometric passport, but there is a need to travel to the EU.

For example, in Moldova, where bezviz earned three years ago, last year, continued to issue visas to those who need them. In seven of the Schengen consulates working in Chisinau for visas asked 2,000 people. Most of them are foreigners, but about one third of Moldovan nationals with older passports.

This may seem strange, because the new passport is worth less than the visa. But do not forget that in Moldova the same as in Ukraine – an agreement on visa facilitation, according to which pensioners, students and some other categories are eligible for a free visa.

It does not eliminate the hassle with registration, need to go to the Embassy or visa application centre. But the ability to put the visa in the old passport will remain in the future.

But a biometric passport for a visa, you simply will not accept and tell you to go straight to the border. The EU already preparing the appropriate instructions to the consulates, sources said EuroPride.

Package traveler

This question is the most mythologized.

In social networks it is widely believed, saying, “all those documents which are still worn in the Consulate, now you will need to take on the border.” Had to meet even absurd mention that the European border guards will ask, “help with housing” and “police clearance certificate”.

In the words of one of the authors, “I would like to know the exact list “of certificates from the bath”, which will be needed at the border.”

We have the answer to this question and it is documented. The EU has so-called “Schengen border code” (Schengen border code), which indicate the order and rules of crossing the border by foreigners.

The main conclusion from the code:

there are no additional requirements to those tourists who travel to the EU visa-free regime.

Yes, the European border guards will check the purpose of the trip those who are going in bezveze, but the requirements are the same as for visa holders. After all, when you arrived at the border with a visa in the passport, you may not be allowed into the country. For example, if the guard finds out that you are going to work on a tourist visa.

In the boundary code, there are five requirements that apply to both “visa” and “visa free” foreigners. Entry into the EU allowed those citizens who:

1) have a document for crossing the border (passport, travel document child, diplomatic passport, etc.);

2) can you justify the purpose and conditions of stay in the EU;

3) sufficient financial resources for staying in the EU, and to return to Ukraine, or are able to obtain them legally (this is a direct quote from edge code);

4) are not in the list of persons banned entry to the EU;

5) do not pose a threat to public order, security, public health and international relations.

For those who do not have biometric passports to this list is added the sixth point – you need to have in your passport a valid visa.

From the first paragraph we already have.

In the fourth paragraph we are talking about those Ukrainians who were deported from member States of the EU entry ban for a specified period (say, a year or five years).

First of all, we are talking about violators of the visa regime – those who worked illegally in the EU who stayed in the EU for a longer period than that provided by visa and about criminals convicted in the member States of the EU and sent home. And if the period of prohibition of entry for a specific person has not yet expired, you can be sure that it is exactly “wrapped” on the border.

This, by the way, can create for Ukraine’s serious problem.

The number of those who are banned entry to the EU, is not known, but surely we are talking about hundreds or even thousands of people. Visa violators in the first weeks bezveza can go to the border, where you get a bunch of failures and worsen the statistics of the country.

In the fifth paragraph (the person representing international or criminal threat) we are talking about those who are in the databases of Interpol or Europol; another example is those who recently traveled to Syria or Iran. Such people quite a bit even in Ukraine.

We deliberately missed the second and third paragraphs – they affect all, without exception, travelers. So focus on them more.

“Where are you going?”

To begin with – a bit of theory.

The visa regime is quite archaic tool, that is why the EU is gradually cancels it for other States. Store it only for those countries where there is a high level of visa refusals; Ukraine is no longer such.

The main objective of visa and border checks is to verify that the person is not planning to break the migration rules.

If simplified, in the EU there are two key rules for travelers:

not work without a work visa and stick to the so-called “rule of 90 days” (stay in the Schengen area not exceeding 90 days every 180 days).

These rules are key and that compliance checks by border guards.

Now back to the EU legislation, to border code. The list of documents, which may ask the guard, is given in Annex 1 to it and depends on the purpose of the trip.

For your business trips (trips) is:

the invitation to the meeting, or
other proof of a trade or business (note: this is a direct quote, you are choosing convenient and possible instrument), or
a ticket to the exhibition or meeting if the purpose of the trip is their visit.
By the way, please note that for business trips the return ticket is not included in the list of mandatory documents, and it is logical – term business trip may be delayed. But be prepared to explain this need to the border guard.

For tourism or private trips you will be asked:

the booking or invitation (not an official “visa”, and random!), if you are going to stay with friends;
a return ticket (if travelling by car, it is not a requirement);
route or plan your trip.

Moreover, the EU legislation gives the traveler the right to prove their integrity various documents and gives more flexibility than the standard “visa” package.

Go by car and stay at the campsite? Fine, then you can generally do without reservation, explaining that to the border guard and giving him information about the planned route.

But the main thing – precisely the same documents the border guards sometimes required, and now!

As we have noted, border regulations after the commencement of bezveza remain unchanged. Anyone who travels in the EU, can confirm that the border always ask about the purpose of the visit and if the border guard has at least a shadow of suspicion, he asked to show relevant documents or printouts, or in electronic form.

But no “certificates from the office”!

We are talking only about those documents, which the traveler still had to bring when going abroad.

The myth of the “reference Bank”

The last item from the list of border crossing conditions – on the financial viability.

Again, this applies today with the visa. Exactly the same as how to act when bezveze. But for some reason people like the myth that the border will have to take Bank statements, work references, property details or any other proof of financial status.

The myth has become so popular that even the Georgian foreign Ministry had included this requirement… in the list of tips for both the start bezveza! Posters with this requirement (amongst other items, of course) is now posted in the carriages of the Tbilisi metro.

Although the EU insists that’s not true. There is no such requirement in the official rules bezveza for Georgia, which distributes the European Commission. And, of course, it is not in the edge code EC.

It violates the main principle: the guards do not require documents, which the tourist takes a trip (and a certificate from the Bank will not take no sane traveler).

Even more nonsense – a view that someone will be interested in the certificate on your property. Recall that this border rules for what you must have available money for living. It is obvious that the estate has no influence on this 🙂

The author of these lines has reason to believe that the item will not be the reason for the mass checks at bizwise. Cases where the border of the EU are asked to show cash, now isolated; the experience of Moldova, where bezviz is valid for three years, shows that for our neighbors is also not become a significant problem.

But just to be sure – we will understand what options that gives us the EU legislation. The code offers the traveler multiple options:

1) cash (but almost no one in the EU does not carry large amounts of cash);

2) traveller’s cheques (outdated and irrelevant option);

3) paid accommodation and tickets;

4) financial guarantee of the inviting party;

5) credit card.

Actually, the last paragraph and can be limited.

We live in the XXI century, for Europeans it is no secret that credit cards are now the main mechanism for the storage and spending of monetary funds. The experience, in those rare cases when the border asked about the funds, simply present the card of international payment systems.

But, of course, still advised to have at the funds or a sufficient credit limit, because in conflict cases you may be asked to call the hotline of the Bank and check the balance. And that will be enough.

And the reference – forget it.

“Nothing’s going to change!”

It is difficult to tell where originated the myth of “the same package of documents, only now – on the border”, because they have no connection with reality.

Possible, to their distribution had a hand and foreign “friends”. Apparently, you need to say thank you and my own desire to find “zradu” where there is none. Probably, “added pepper,” and that Ukrainians too often deceived in matters bezveza, and therefore currently no faith – at least to the politicians.

But we are not talking about promises and legislation. Besides – about the EU legislation, which in haste has not changed.

Therefore, there is every reason to believe that most of the rumors that “bezviz fake” and “nothing will change”, openly false.

Yes, in the first months there will be some problems and kinks. Yes, what exactly complications on the ground the border, primarily with Poland (after all, there are now checkpoints overloaded). Yes, to people with empty passports will be treated with great suspicion, and often be asked to show your booking, tickets and other paper.

But after the first trip and the first stamp in the passport is not empty.

The only thing that poses a real threat is an infringement of us citizens of Ukraine. And if in six months we will hear about massive violations of rules “90 days” or “voyages” illegal migrant workers – then Ukraine will really have problems with bezveza. But that is another story, which I hope never becomes a reality.
