Under current law, the insurance contributions to the compulsory health insurance system for this category of citizens paid to regional budgets.
The government is actively discussing the issue of charging disabled, but able-bodied and non-listed citizens for the use of the services of the system of Compulsory medical insurance (OMS).
The introduction of such payment will be discussed on March 22, as stated by the Chairman of the Federation Council Committee on budget and financial markets Sergey riabukhin.
The decree noted that the introduction of such a payment in the form of a “tax on idleness”, as in Belarus, contrary to the Constitution. “We need to find some other option that would encourage and motivate employable, but not employed citizens to the active labor activity,” he said.
With plans of charging working, but officially anywhere not working and not registered unemployed persons is also connected with the proposal of the Ministry of labor to create a registry of non-working population for each region.
The Russian authorities earlier repeatedly spoke about possibility of introduction of special contributions from unemployed citizens, first and foremost, for the use of the services of the mandatory health insurance system.
