He also accused Ukraine of failure of the Minsk agreements.
Russia can fulfill Minsk agreement unilaterally.

“We constantly hear that if Russia will fulfill the Minsk agreement, then all will be well. Russia can not perform the Minsk agreement unilaterally. We stand ready to facilitate, but we can’t do what needs to be the Kiev government to do, there (in Ukraine. – Ed.) doing all that nothing happens for the better,” Putin said.
According to him, the West does not notice what is happening in the Donbas.
