The bill provoked a number of comments of people’s deputies, who argued that this creates conditions for “barbarian” construction and corruption.
For the bill №3190 “On amendments to some legislative acts concerning the removal of artificial restrictions on the implementation of the law on privatization and obtaining the use of land” voted 170 people’s deputies with the required minimum of 226 votes.
Subsequent speaker Andriy Parubiy on the return of the document for revision to the Committee on agrarian policy and land relations and the subject of legislative initiative has not found support at deputies, reports UNIAN.
Presenting the bill, Deputy head of the Committee on agrarian policy and land relations Oleksandr Bakumenko noted that the bill will remove artificial constraints on the implementation of the law on privatization.
Standards document provide the Executive authorities and local governments the opportunity to transfer the ownership and use of land plots of state and communal property in the absence of a detailed plan or zoning plan in case the land plot is a building owned by the person to whom the land, and the construction of linear objects of transport and energy infrastructure. Also local authorities can apply for privatization of land plots previously granted in use, and to extend the lease.
That question provoked some comments of people’s deputies, in particular, Yegor Sobolev and leader of fraction “Radical party” Oleg Lyashko, who argued that this creates conditions for “barbarian” construction and corruption. However, according to the authors of the bill, such statements of the deputies are groundless, because the bill will allow citizens to privatize land, as not all local governments have the ability to manufacturing planning documentation, and by law is prohibited to privatize land plots in the absence of such documentation.
