Speaker of the Verkhovna Rada Andriy Parubiy has signed a law extending the operation of special conditions of local self-government in separate districts of Luhansk and Donetsk regions.
This is evidenced by the appropriate entry on the Parliament website. Now the document will be submitted for signature of President Petro Poroshenko.
At the same time people’s Deputy of “Svoboda” Yuri Levchenko insists that the speaker had no right to sign this document.
“Parubiy had no right to sign this law, because less than two days, provided that any Deputy could appeal. Besides, we have signed the appeal”, – he said in comments.
At the same time, the press Secretary Parubiy Andrey Kovalev said that the law “was signed before there were regulations about the cancellation”.
The question of rate regulation for mandatory two days before signing the adopted laws, the press Secretary has requested more time for consultations with lawyers.
As you know, article 130 Chapter 22 of the regulations of the Verkhovna Rada, States that “the Chairman of the Verkhovna Rada of Ukraine signs presented for signature to the law not earlier than two and not later than five days from the date of its submission, except in cases provided for by these rules”.
