Medical facilities will get paid without intermediaries.
The Verkhovna Rada of Ukraine adopted the bill No. 6604 on amendments to the Budget code concerning the provision of state financial guarantees for the provision of medical services and medicines. In the governmental bill was voted 234 people’s Deputy.
The document is in a complex with the previously approved by the Verkhovna Rada as a whole the draft law No. 6327 on the state financial guarantees the provision of health services.
“Bill No. 6604 is technical for implementation of the newly adopted bill No. 6327. It provides for amendments to the Budget code, required to implement a financing reform of the health system,” said acting Minister of health Ulyana Suprun during a speech in the Verkhovna Rada.
This bill will implement the principle “money follow the patient”. So, of the Budget code of the eliminated medical subsidy for regions and local spending on medical care.
“From now on, medical institutions, which signed the agreement on the provision of services to patients will be to receive payments for providing patients with medical services directly from the state budget, without intermediaries,” said she.
In addition, Suprun noted that the bill clearly captures the role of state and local budgets in the health system – from the state will be paid by the medical services that are included in the program of medical guarantees, local – support and development of public institutions, implementation of local programs.
According to final and transitional provisions, the adoption of the document in whole, it shall enter into force on 1 January 2018. However, there will be changes in the Budget code of the section with the transitional provisions which provide that during the 2018-2019 by the decision of the Cabinet of Ministers will be authorized to provide a medical subsidy from the state budget to local budgets for financing the provision of medical services and pharmaceuticals.
