“Memorial” and Moscow Helsinki group asked Bastrykin to check Kadyrov on three articles of the criminal code

Russian human rights activists appealed to the head of the Investigative Committee Alexander Bastrykin with a request to check the actions of the head of Chechnya Ramzan Kadyrov for signs of abuse of power and incitement of hatred and enmity. A statement in the TFR was made by the human rights center “memorial” and Moscow Helsinki group, said in one of the organizations. Human rights activists are asked to check for compliance with the law statements of the Chechen leader, made on 4 November, at a meeting in the Republican government.

“The head of Chechnya urged to stop journalists and human rights activists, who write about human rights violations in Chechnya, as well as users of social networks that criticize the Republican authorities”, — explained in the HRC “memorial”.

Bastrykin asked to verify the statements of Kadyrov on signs of crimes under part 2 of article 282 (“Actions aimed at inciting hatred or enmity on grounds of membership of a particular social group”), part 2 of article 285 of the criminal code (“Abuse of official powers”) and part 3 of article 286 of the criminal code of Russian Federation (“Excess of powers of office”).

Member of the Board of the human rights centre “memorial” Oleg Orlov in the conversation with Znak.com admitted that the statement in the address of Alexander Bastrykin filed with the certainty that he will not agree.

“We serve it at least in order to secure that the authorities will act exactly as we expect. We will say that “Ramzan Kadyrov still allowed, the government is perfectly informed, that in Chechnya committed crimes, and there is reason to think that with the knowledge and at the direction of the head of Chechnya, but <Russian> authorities deliberately turn a blind eye”. But in order to say it with absolute certainty, we need to take those actions that from the point of view of some seem completely pointless,” said Orlov.

He added, if Alexander Bastrykin refused, “memorial” will appeal against it.
