Rada endorsed the first reading the bill of medical reform

In Ukraine will introduce the principle “money follow the patient”.

The Verkhovna Rada on Thursday, June 8, adopted the draft law No. 6327 “On the state financial guarantees for providing medical services and medicines.”

Voted 227 people’s deputies.

The bill introduces a government guarantee of payment provided by patients of medical services and medicines at the expense of the state budget on the principle “money follow the patient”.

In particular, we introduce the concept of “state guaranteed package” – a certain amount of medical services and medicines, which the state undertakes to pay a predetermined uniform rate, which will be approved by the Cabinet of Ministers annually. State financial support is provided regardless of any additional criteria to all citizens of Ukraine and those who are a registered tax payer in Ukraine.

Full payment of the state applicable to medical services and medicines at the level of primary and emergency (about 80% of all citizens), as well as palliative care.

In the case of partial coverage is introduced official copayments for services received. Copayments may be at the expense of the patients or through other sources (for example, mandatory social health insurance, voluntary health insurance funds, local budgets) according to the established CMU a fixed rate of co-payment, above which charge is prohibited.

Medical services under the state guaranteed package, to be provided by health care institutions of any form of ownership and individual entrepreneurs licensed to practice medicine in accordance with the agreements about medical services concluded with the National health service of Ukraine. Payment for services rendered to patients of the service will be done, NSSO on the basis of such contract.

The state financial guarantees are introduced gradually: at the primary level – from January 2018, at other levels – by 2020.

Existing benefits in the sphere of medical service shall remain in force and are implemented in accordance with the laws which they are embedded.

Introduced additional state financial guarantees the full payment of treatment for the participants of the antiterrorist operation.

In Ukraine will be recognized by the international clinical guidelines, which will apply the best global practices and achievements of evidence-based medicine.

Also regulates peculiarities of rendering medical care at primary level and a gradual introduction of e-health (e-health).

The Minister Suprun, speaking in Parliament, he compared this reform with the adoption of Act of independence of Ukraine. “Over the years of independence have been developed 21 the draft law on insurance has changed more than 20 Ministers. And the Ukrainians was 10 million less. We can continue to look for the ideal model, but the ruin we have now, and people are dying,” said the Minister, calling on MPs to support medical reform.
