In Russia propose to label tires

The Ministry of industry and trade of the Russian Federation proposed in the country to introduce mandatory labeling of car tires — from November 2020.

As follows from the draft law posted on the official portal of legal acts, the sellers of tires are required to register in the information system of monitoring circulation of goods subject to mandatory labelling from 1 December 2019 until the end of March 2020.

Those who will enter the market later will need to register within seven days after the start of activities.

The proposed rules also allow marking on unmarked tyres, which were imported and not sold before September 2020, in the period up to November of the same year.

Recall that the Ministry of industry and trade since March this year launched a pilot project for the marking of certain goods. Last week began the experiment on the marking of bikes and frames to them, and since October 1 is expected to begin the experiment in the marking of drinking and mineral water.

We will add that earlier the Ministry refuted the problems allegedly arising from a pilot project for the labelling of perfumery. As stated by Deputy industry and trade Viktor Evtukhov, all the manuals for the pilot has already been written, now the rules are in the process of coordination and approval, which will be completed in September. He noted that the development of the documents was attended by manufacturers, importers, traders and industry associations.

Meanwhile, the national Union of milk producers (Soyuzmoloko) has complained that the cost of business to the labeling of dairy products can be comparable to financial benefit from its introduction. The organization believes that the experiment will be successful, if it will lead to a substantial reduction in illicit trafficking of dairy products and to improve the collection of taxes and duties. Then it will become clear that labeling is necessary. Meanwhile, States in “Soyuzmoloko”, when discussing guidelines for the experiment, a criterion of its success is called only the technical possibility of applying codes on the packaging.

Note also that, according evtuhova, the goal of all such projects is to “cut off” by unscrupulous manufacturers the opportunity to sell low-quality goods. Before that was running experiments on the labelling of tobacco products, drugs, perfumes and shoes.
