Ukrainian subscribers may be required to register their SIM cards

The initiative to register all mobile subscribers appeared in the summer of this year, but until recently there was no clear mechanism. October 17 the national Commission of regulation of communications and Informatization has simplified the procedure of registration of mobile subscribers. In order for this initiative came into force, the Parliament should adopt the bill of the state service of special communication and information protection.

According to the approved procedure, subscribers will be able to apply for registration in both electronic and paper form, and to identify their will with the help of digital signature, remote identification system BankID, etc.

Now subscriber registration is entirely voluntary and implemented only to the company whose services you use, an ID and a passport. The ability to register yourself online should be a major innovation that will simplify the mandatory registration.

After adoption, mobile operators will have nine months to prepare the registration of all subscribers.

Registration tool in the fight against cyberthreats

For the first time compulsory registration of subscribers appeared in Germany and Switzerland 14 years ago. According to the GSMA, more than 80 countries began to actively discuss the registration of sim cards already since 2013 In most of the countries, which introduced compulsory registration, is motivated by the enhanced counter-terrorism.

Some countries (Romania, Czech Republic, New Zealand, UK) was planning to introduce mandatory registration of subscribers, but abandoned this idea, since the records showed that registration does not help with police investigations. For example, in Mexico, mandatory registration of subscribers introduced way back in 2009, but a year later abandoned this solution – according to the analysis, this procedure does not help to prevent or solve crimes.

Operators support the idea of registration

In the company “Kyivstar” said that now approximately 96% of the subscribers use mobile communication without identification, compulsory registration in the first place will help to protect the SIM card.

“The procedure of identification of prepaid subscribers is convenient because it increases the level of protection of SIM cards in case of theft or if your phone number is “attached” to the card. In addition, advanced services such as Mobile Id, mobile digital signature and others may be provided only to identified users,” – explains Maxim Savchenko.

As practice shows, in most countries, the introduction of mandatory registration of subscribers to telecommunication services, carried out primarily for reasons of strengthening the rule of law and measures to prevent terrorism”, – commented in Lifecell.

Black markets and data leakage – one of the possible consequences

Ukrainians fear that the check will entail the leak of their personal information. Also one of the risks is the emergence of black markets of Sims registered on figureheads. the Experience of other countries shows that it is a common phenomenon after a forced registration.

Concerns about leakage of sensitive information, it’s hard to call it baseless. Experts note that after the registration of all mobile operators will have a complete database of customers.

The expert adds that such a database may at any time be subject to attack, as in Ukraine there are some problems with cyber security. Also, we cannot exclude the possibility of information leakage from employees of mobile companies that will be able to use it for selfish purposes.

Mobile operators, on the contrary assure us that registration will have negative consequences for callers.

“Registration of prepaid customers will not lead to any deterioration of the terms of service, or change service plans. On the contrary, the subscribers will have access to new services that can be provided only to the identified users,” – noted in the company “Kyivstar”.

In Lifecell also give a positive Outlook, claiming that registration would be beneficial for customer service: “Upon presentation of a passport, a caller can receive a printout of services provided over a certain period, speeding the identification when SIM card changed and to return unused funds. Moreover, the understanding of the identity of the caller will help the operator to propose a list of services of interest to such person because of certain factors that definitely increase the customer satisfaction level of service”, – noted in the company.

NCRC expects to complete preparations for the introduction of 4G in 2017.

In NCCIR expect from mobile operators investment in the economy in the amount of 18-30 billion.
