Ukrainian carriers threaten large fines

In Ukraine began to be fined thousands of euros for superheavy loads on the roads.

From the beginning of 2017, and as of February 27, the inspectors “Ukrtransleasing” amounted to 33 of the act on the excess weight norm carriers.

This was stated by the head of the “Ukrtransleasing” in Vinnytsia region Alexey Sokolov.

One of the violations occurred near Vinnitsa, where the inspectors made a point of weight control and stopped the truck “Scania”. When the driver drove on the laid out on the ground scale, the device showed that the weight of the machine and its load amounts to almost 44 tons (43950 kg) are allowed at the rate of 40 tons.

The workers of the transport Inspectorate drew up a report on violation, but the driver refused to recognize the results of the validation by calling the incident his leadership.

“I have for many years engaged in transportation of wood. This time they’re taking a alder. This is one of the easiest trees. The delivery note says that I have here is 27 cubic meters of wood. One cube alder weighs a maximum of 640 pounds. This is 17 tonnes and 280 pounds. Add more machine weight: 15 tons plus. It is little more than 32 tons. Where else 10 come from? I don’t know. I think that the transport scales are broken,” said the businessman, who introduced himself as Kirill (name calling would not).

In transport inspection showed the certificate on the scales, which confirmed that the documents for equipment everything is in order (the last such verification, these scales were held according to the rules – June 15, 2016).

Stopping an experiment the other driver, the inspectors showed that the scales do not inflate the actual weight of the cargo.

The penalty for exceeding the weight standards is calculated by a special formula, in cents, according to the decree of the Cabinet of Ministers “On measures for the preservation of public roads”. According to the businessman, the penalty in his case could amount to almost three thousand euros. Under a bill of lading, alder he was carrying 30 thousand hryvnia.

“Ukrtransset” saying that the fine can be 950 euros.

“We will invite the men to a trial. They will have the opportunity to prove that nothing is broken. If you can not prove, we will offer to pay the fine. If you refuse, then the materials will pass in court” – said the head of “Ukrtransleasing” in Vinnytsia region.

The largest fine was issued in his memory amounted to 14 thousand Euro – truck weight was 66 tons. The courts went a year and a half, but the state won.

According to the Ministry of Infrastructure, over 30% of trucks moved on Ukrainian roads exceeded the weight standards.
