NSDC Secretary Oleksandr Turchynov explained the decision not to introduce the spring 2014 martial law in connection with the Russian aggression, the need to hold presidential elections that will be recognized by society. He stated this in an interview with the service Bi-bi-si.
“I had to do anything but to hold fair elections that is recognized by the whole society. And the only way I beat (Russia – ed.) their “trump card” of illegitimacy of the Ukrainian authorities. That is why until the completion of the election process could not impose martial law” – said Turchinov.
He noted that the presidential campaign was launched on 25 Feb 2014 and at that time, to declare martial law was dangerous: escaped to Russia, the former dictator Viktor Yanukovych urged the Kremlin to send troops to Ukraine and on the border were concentrated assault division of the army of the aggressor state with the population of about 80 thousand people.
“We knew the formula that the Kremlin worked out back in 2013 military exercise: for the treatment of a legitimate leader of a neighboring country, Russian troops are helping to restore constitutional order after the seizure of power by rebels,” – said Turchinov, adding that the threat to the implementation of Moscow the request of Yanukovych remained until the election of a new President in may 2014.
3 February 2017, Deputy head of presidential Administration Konstantin Eliseev said that on Bank the introduction of martial law had not yet been discussed.
