Traffic police posted on its website an online survey about the need of determining the legal status of the users of individual e-mobility: the Segways, monowheels, gyrometers, etc. the relevance of the issue due to the growing popularity of these devices, and emerged in the country statistics of accidents with their participation, said in a statement on the Agency’s website. Upon completion of the survey to the discussion should connect the expert community.
In the first half of 2019 first observed two cases of deaths in accidents involving personal electric vehicles of low power. During this period there was a 40 such incidents in which, not counting the dead, injured 39 people, according to the traffic police. For the entire previous year there were 39 such traffic incidents.
All of these incidents were classified as accidents involving pedestrians — just because there is no other way to identify users of Segways and other similar devices does not allow current version of the rules of the road.
“The responsibility for violation of traffic rules by pedestrians established by part 1 article 12.29 of the code of administrative offences of the Russian Federation and shall entail a warning or administrative fine in the amount of 500 rubles. In the case of accidents involving electric skateboard and a car accident qualifies as a pedestrian accident”, — noted in a press-service of traffic police.
It recalled that the Ministry of transport of Russia has prepared draft amendments to the traffic rules, designed to clarify the terminology and to introduce new charges for road users. Now the initiative wants to discuss the traffic police. The participants of the survey on the Agency’s website were asked to respond, do I need to define the legal status of road users, who uses an individual electronic device. The results of the survey will be held public discussions in which the opinion will state the representatives of expert and scientific communities.
