Then waits for the people?

Чего выжидает народ?

The majority of Russians still believe that the change in the country can do nothing, and hope that the problem somehow “will resolve themselves”.

About 60% of citizens believe that can’t influence what is happening in Russia. Only 11% seriously believe in their capabilities. Is there a chance to overcome the socio-political apathy — and that it needs to?

Gregory Yudin, a sociologist, candidate of philosophical Sciences:

“In Russia a very high level of depoliticization. The political system is perceived as something independent of the people: something that cannot be influenced. This is an indicator of the effectiveness of the dominant ideology, which aims to prevent any political action and any self-organization. The main message of state propaganda for twenty years: “Politics is a dirty business, let him deal with specially trained people, no matter what influence it is impossible, only to have a problem”.

Usually a sense of their own political power above the people who have experience of collective action and those who have lower levels of telephoneline”.

Anna Ochkina, head of the Center for social analysis IGSO, sociologist, candidate of philosophical Sciences:

“58% “not believing in yourself” is a consequence of a specific historical trauma or, as likes to say Peter Stampka, “cultural trauma” of the 1990s years and the Soviet period — when there is a feeling that people have absolutely no power over the situation in the country.

For the first decade of the XXI century, or perhaps the end of the Soviet period, only 58% — this is even a success. I must say that the post-Soviet trauma strong the fact that at the turn of 1980-1990-ies has been a huge surge in activity, which turned out purely according to Hegel — the irony of history, the fact that “people did not want, was afraid and wanted to avoid”. That is, people showing their activity, faced with the fact that they did not want to bring to life, and wanted the exact opposite. Therefore, at the collective unconscious level, got the idea that any activity is harmful and leads to the worst.

But I believe that now, gradually, this is changing. There was a rise, for example, last year, the protest against raising the retirement age, and changes in consciousness were made. And now, periodically, the message that the striking crane operators had their way, the car builders, the builders, the doctors. This is very little in the information space, especially for those who do not use widely the Internet, the social networks, because our television as a source of information just awful. However, I think that though very slowly, but this situation will be reversed”.

Dmitry Dubrovsky-candidate of historical Sciences, associate Professor of the HSE:

“It is important to look at the dynamics — how people responded to this question earlier, to make it clear how the response in time. Offhand it is obvious that, if long enough people tell them their opinion means nothing, their voices and their candidates can be safely ignored, and those candidates who attempt to register, call rebels and “agents of the West”, it is clear * the level of apathy and belief that nothing can be changed, will only grow. It has nothing to do with reality, it relates to the people about what they can do. Even if you take that poll seriously. But I am a bit skeptical of this type of surveys in General — no matter who carried them out, even respected by the “Levada-center”.

But I would have looked differently at the situation. Most importantly, a growing number of people who think that they are able to change something. That’s just good news. 42% of people believe that they can somehow influence the situation in the country, even in the current political environment.

We have to see what will happen in the future, even a year or two, and that will by 2024. But, in any case, the most important story lies in the positive dynamics”.

Alexander Konfisachor, candidate of psychological Sciences:

“I do not believe sociology: it is by definition never tells the truth, everyone has their own truth. But if only 58% of people believe that they cannot influence what is happening in the country — even a very optimistic figure. So 42% think that the impact can. Of course, this is complete nonsense. In fact, 98% of people, if not more, can not affect the situation that now exists in the country — in economic, political and social sphere. They just think they can, and the reality, of course, is different. For example, the elections in Moscow and St. Petersburg only people in pink glasses think they affect. In fact, their moods, desires and beliefs are ignored.

Change is possible only as a result of a very long process. The recipe is quite obvious: we need feedback in the first place, to the power of listening to some courtiers, tame structures that have positioned themselves as representatives of the people, namely ordinary people. That was not such a crazy divide between authorities and citizens. Secondly, you need to allow the holding of referendums.

You need to fix the laws on referendums, because this form of will of citizens is one of the most effective means of feedback to have an idea of what actually people think. As an example, you can take Switzerland as there is for any reason held referendums, and how the people decide, so be it. Same in the UK. There is a voting majority — with a slight advantage — decided the question of Brexit, that the country will leave the EU and it has to happen.

In Russia, we need referendums on the most important issues such as pension reform. Somehow the government thinks that people agreed to work until age 65 and then a wooden coat to the light. But we need a referendum for other than more important issues — about raising taxes, the duration of the working week and working day. However, an open vote on these matters is completely impossible.

You need to return direct and fair elections. So that people can see their representatives in government to not have such rigid barriers that prohibit people choose the ones they want.

If this is implemented, then after some long time — not a year, not two and not ten years — finally, people are not of our generation, and that which now grows, will have the chance to be heard by the authorities. Only such steps will help to understand that we are not different worlds live. But if now, as he said, Rosstat, half of Russians have enough money just for clothes and food, what can I say?

And while it is clear that nothing the government for these reforms will not push. It cannot be rebuilt, it has stagnated in its “truth”, which is true only for her and absolutely not ready for a change in the direction of openness.”
