The Venice Commission urges Ukraine to change the law on education

The Venice Commission urges Ukraine to amend “article language”, to make it more balanced.

The Venice Commission concluded that the Ukrainian Ministry of education should revise the article 7 (language of instruction in schools) because in this edition it is not sufficiently balanced. The General thesis of the conclusions of the Venice Commission, appeared on its website.

“The new law does not provide any solutions for languages which are not official EU languages, in particular for the Russian language, the most used non-state languages. Less favourable attitudes to these languages are difficult to justify, and therefore raises questions of discrimination” – quoted by the media solution.

The Venice Commission believes that to solve this problem will help the amendment of the article 7 and the replacement of this position more balanced.

According to the European truth, under languages which are not official languages of the EU, the Commission had in mind the Russian.
By the way, according to the new law on education to persons belonging to national minorities are guaranteed the right to education in communal schools to receive preschool and primary education, along with the state language, the language of respective national minority.

If the child belongs to an ethnic minority in the kindergarten and primary school he can study in their language a certain number of items.

As with grade 5, if we are talking about official EU languages – “one or more disciplines.” But if we are not talking about the official language of the EU, for example, about Russian, the language and literature of their minority.

Earlier, the Venice Commission did not support the charges by Hungary, on the curtailment of the rights of national minorities in the article about the language of instruction in the law of Ukraine On education.
