The state Duma intends to prevent the misuse of wood in Russian villages

The state Duma has proposed to consider transferring to the regional level of control over the use of the wood harvested for personal, state or municipal needs, writes “the parliamentary newspaper”.

The bill, the state Duma plans to consider in the first reading at a plenary meeting of the spring session.

We will remind, according to the Forest code, the Russians have the right to harvest wood for heating, the erection of buildings and other personal needs.

To do this, the citizens are obliged to conclude the contract of purchase and sale of forest plantations, which States that it is prepared this way the wood can not be alienated or transferred from one person to another in other ways.

“However, the legislation does not address the question of control over the use of wood harvested by the citizens, and for state or municipal needs”, — the authors of the initiative.

To do this, the authors conducted an analysis of law enforcement practice, which showed huge within the state the problem — there are numerous cases of violations of the principle of target use of wood.

In this regard, the developers of the initiative suggested to transfer control to the regional authorities and to establish that the violation of the law entails responsibility in the form of a penalty in accordance with the contract of sale of forest plantations.

According to the publication, in the case of the bill, the changes will take effect from 1 January 2021.
