In the third reading the state Duma passed a bill providing for measures to combat the sale of illegal SIM cards. The document has too many provisions but the most important of them is the prohibition of sale of SIM card to the subscriber without providing them with their passport data.
Officials adopted the draft law stipulates that all subscribers of cellular networks in Russia must be identified without fail, and this means that those people who deliberately bought a SIM card on a foreign passport or no ID will be disconnected from the network. In addition, the sale of SIM cards without passports will soon be illegal. The bill also imposes on operators the obligation of checking the data about the subscriber, and for that they free of charge will have access to the unified system of identification and authentication and specialized electronic signature to access it.
About SIM cards issued on a legal person, the document also has a line – make money at them now will only be possible by Bank transfer. However, in the case of providing the operator with reliable information about the owners of these SIM cards, this restriction will be removed. The law will come into force on 1 June 2018, and it should be recalled that the government is considering limiting the number of SIM-cards that can be sold to one individual.
