Classified in the draft budget of the Russian Federation were some intergovernmental transfers.
The classified portion of the spending budget of Russia in the security sphere in 2018 will be a record for 12 years.
This is stated in the draft Federal бюджетаlb.ua.
Next year’s overall budget is classified will be about 3 trillion rubles – that is, 17.6% of all costs.
The share of classified expenditures in section “national security and law enforcement” will rise to 154 billion rubles compared with the year 2017 and will be a record at least since 2007, says RBC.
This is due to the increased funding in the direction of “Other issues in the area of national security and law enforcement”, which is “less transparent than the rest,” the newspaper notes.
In the open part of the subsection we are talking about spending on social support of employees of law enforcement bodies and their families, the delivery of public correspondence and mobilization training of the state authorities.
The document also increased the amount of classified funding in the section “Other issues” of national defense.
Head of military economy laboratory of the Gaidar Institute Vasily Zatsepin has noted that this year the share of secrecy in them, is expected to remain at 59%, and in 2018 will increase to 71%. “This is not to mention the fact that this section has increased substantially in absolute terms,” notes Zatsepin.
In the subsection “other issues” in the field of national security, the share of secrecy in 2018 will increase to 98.5%.
Zatsepin notes that are classified in the draft budget were some intergovernmental transfers.
Secret next year will be about 3.3% of spending on education and health. According to Zatsepin, it may be departmental expenses of the security services.
There are secret sections in the field of periodicals. Head of the Department of state regulation of economy, Ranepa Vladimir Klimanov suggested that the money will be sent to the media under the jurisdiction of the FSB.
In late September, the Finance Ministry has amended the budget in 2017, increasing there costs a “private part” at 184, 3 of mlnrubley.
