The restoration of “houses in Odessa” plan to spend a billion hryvnia

The city is preparing to take a loan for reconstruction, repair of elevators and construction, but the idea was criticized.

Odessa officials plan to borrow 1 billion. This decision was supported by the specialized parliamentary Commission, but the last word for the session of the city Council. The powers that be are going to make a loan to the restoration of individual houses and entire streets, repair of heating systems and other infrastructure projects, but the idea has been criticized.

Most of the money — 425 million UAH — according to the plan will receive capital construction. Judging by the presentation, prepared by the city Finance Department and published by the Deputy Anna Pozdnyakova, of this amount, 184 million will be spent on the construction of two schools in Suvorov and Primorsky districts of the city, another 81 million UAH — on the house for people who need better housing conditions. For 50 million UAH will be allocated for construction Novoorlovskogo manifold and repair of facades in the center. However, according to Pozdnyakova, information about the future credit it was too little. “In the draft decision of the city Council there is no information on collateral and other material terms of credit. Moreover, not specified forecasted indicators of the budget of Odessa is not something that for five years, even next year”, — said the Deputy.

Intend to spend the loan funds also for repair of elevators (100 million UAH) and heating in the city center and residential community Kotovskogo (UAH 370 million). However, some members of the city Council question the appropriateness of such funding. “When may 19, the Commission on housing discussed the issue of preparation for the heating season, was presented a letter from the Director of “Heat” that these events are planning to implement at the expense of the city budget. Then the loan was not needed!” — the Deputy was indignant Alexei Yeremytsi. Individual items of expenditure specified long-suffering restoration of the architectural monument — lucrative house of Russov — 60 million UAH. “But the problem is to return it to the city property”, — said the “Today” public-spirited Michael Materski.

Despite the purpose of the loan, the idea of credit funds has already provoked a storm of criticism not only among members but also among the community members and experts. “Lending rate of 17% is low, even less than inflation. But the problem is that now 600 million UAH from the city budget are on Deposit at 14% per annum, and will have to give more than the city earns on the Deposit”, — explained to us the political scientist Gennady Chizhov, suggesting that the decision to raise funds is not only dictated by real need, but also the political situation in the city.
