The Russian tax system is designed so that the prices of gasoline and diesel in retail remain stable regardless of world oil prices. The reason for a signicant proportion of taxes in the cost of every liter, and also the limiting damping mechanism. It lies in the fact that at high oil prices, the oil refineries receive compensation in the form of negative excise tax. Cheap oil companies must pay the government profits.
