Sergey Izrailit, Director of development of SKOLKOVO together with the Director of “regulation” ANO “Digital economy” Dmitry Ter-Stepanov reported the existence of the bill, which involves an unusual way of using cell phone numbers.
The paper proposes to use a number as ID, that is the analogue of the passport. At the moment it is unknown why this is done, because if the passport has the holder’s photograph and other personal information, the phone number is often transferred to the new owner after a “settler” if the first owner did not use it for a certain time. The operators do not always faithfully updates the database, and as a result telephone number can be data from the previous owner.
This may be equated to the false passport, which may result in penalties to the fullest extent of the law. The bill itself is still under development, but it already showed the Big Three. MTS and MegaFon have deemed the current version quite suitable for use in the country, and only VimpelCom felt that the document needs serious revision.
