The state fiscal service has published on its website a draft decree “About scrappage, which passed into state property”.
The document stipulates the conditions and procedure for disposal of abandoned masters of the machines.
In particular, the innovation will affect car owners “EuroBLECH”, cars which are confiscated for violation of the customs orders. And the owners are not in a hurry to bring the documents in order. Such motorists the fiscal service plans to notify about the intention to destroy a car for 15 days. In this period, the owner must have time to clear of the car or take it out of the country after paying a fine.
The decision about utilization of the state agencies intend to take based on the evaluation of the car and the cost of its customs clearance and further sale. If the amount of fees and taxes on such operations will be greater than the market price of cars in the customs territory of Ukraine, the Commission will take a decision about disposal.
Otherwise, the car can pass the state agencies, social services, orphanages and foster families. Of course, if the vehicle does not violate the environmental norms, that is actually released no earlier than 2010.
Except machinery foreign numbers imported in violation of customs regulations, under the regulations will fall more and confiscated by the court and non-compliant with applicable environmental standards of the machine, which became the property of the state.
The authors of the project claim, the wreckers will not cost the budget a penny. After all, before you start up the car under the press, the service will have to assess the car and sell valuable parts. Implementation details should be engaged at the thrift shop.
