The people consider corruption immoral, and the most honest Church.
Over the past year, the majority of Ukrainians refused to give bribes, but almost half I’m sure they’re still very common in Ukraine. This is evidenced by the data of sociological research of Fund “Democratic initiatives” and the company “Ukrainian sociology service”, which is from 18 September to 3 October, polled 2,000 Ukrainians.
Thus, 44% of respondents believe that corruption is the most serious problem in Ukraine, and only 2% think it is far-fetched. The most corrupt institutions, according to the Ukrainians, are the courts (52% of respondents indicated that corruption is very common), Parliament (51%), prosecutors (45%), Cabinet (43%), customs (39%) and health facilities (39%). The most positive ratings — at the Church (33% believe that corruption is not widespread).
With regard to tolerance of Ukrainians towards corruption, almost half of respondents (45.8 per cent) gave a bribe if she wanted them to do. Most often the “incentive envelope” was given to speed up the solution of the problem, which in any case would be solved (in 33% of cases). And also to force the officials to perform their duties (25% of cases). Thus in 53% of cases this is straight talk or hint themselves civil servants. At the same time, almost half of respondents (48.5 per cent) agreed that corruption is unacceptable immoral phenomenon, and only 9% consider it the norm. The majority of sure that the problem of corruption be solved in Ukraine is impossible.
According to psychologist Lilies Voronina, bribes — it’s part of the Ukrainian mentality: “It’s a habit formed after the collapse of the USSR in the 90s. It seems an integral part of a successful person, so Ukrainians give bribes even when it can be avoided. The second reason — when faced with extortion, most people prefer the quick way, because little faith in the effectiveness of complaints.”
For treatment and admission
Also, the study authors learned of the Ukrainians, in which area over the past year they had to give bribes. The good news is that 71% of the respondents did not make illegal payments over the past year. And those who gave (25%), the most corrupt sphere called medicine — 46,3% was given to the paw in medical institutions. Most of it had to do as an additional payment for the treatment. In second place was the educational institutions of the country — 22.5% of respondents gave “appreciation” envelope in the universities, in third place — local authorities (13,6%), it is followed by school — 11%. Often had to pay people for the admission of children in educational institutions. And closes the five leaders of the corruption in the patrol police to 9.5%.
