Russia denies allegations that she is the aggressor.
Russia does not agree with the terms of the President of Ukraine Petro Poroshenko at the location of the UN peacekeeping mission in the Donbas and tries to return the conversation to initially put forward by Moscow. This was stated press Secretary of the President Dmitry Peskov.
The Kremlin continues to insist that Ukraine should discuss the idea with the peacekeepers exclusively with fighters.
“Any peacekeepers can be placed in the points of contact of the conflicting parties with the consent of those conflicting parties. As you know, Russia is not a party to the conflict. The conflict in the South-East of Ukraine to be discussed between Kiev and the authorities of the unrecognized republics “LNR” and “DNR”. This is the main modality that it would be unreasonable to reject, which would not be logical to ignore. This is the first original condition any form of peacekeepers,” – said Peskov.
Recall, as stated in the German foreign office to the UN is unacceptable involvement of the separatists for talks on peacekeepers in the Donbas.
Moreover, Russia strongly rejects claims that is the aggressor.

At the same time the US special envoy Kurt Volker previously clearly stated who started the war in the Donbass. He called Russia responsible for the outbreak of the conflict in Ukraine.
