The expert said that behind the emergence of peacekeepers in the zone of ATO

Peacekeepers is not only good.

The decision on the introduction of a UN peacekeeping mission must go through several stages that will take at least a year. And each of them, Ukraine expect pitfalls. Consultation, voting, budgeting, accommodation, logistics. This may be a dead end.

This opinion was expressed by a military expert Dmitry Snegirev.

According to experts, already at the first stage of the consultation – there can be serious contradictions. In particular, said Snegirev, advice on the mission are two sides of the conflict who must agree.

In our case, there is a question about the second side of the conflict. As you know, Russia insists that the party to the conflict – the fake Republic. This will cause conflict in the UN, and Ukraine will be difficult to prove that it is not “D/LC” are the parties to the conflict, and Russia – the country-occupier. Moreover, the Ukraine evidence is not provided at the legislative level has not recognized Russia as the aggressor,
– said the expert.

Even, said Dmitry Snegirev, if we can prove that Russia is the occupier, therefore, may not take part in peacekeeping operations, begins the stage of technical evaluation. UN officials travel to the conflict zone and assess the whole range of issues to be faced by the mission’s military component, the political, religious, socio-economic.

“Pitfall of the technical evaluation that the UN officials can give only under the condition of guarantees of their security. That is, if the militants of such a guarantee is not granted, the mission will not go. It’s enough to count the number of violations by militants of the armistice agreements and interference with the work of the OSCE mission is more than 400 cases – to understand the course of events,” – said the military expert.

As described by Snegirev, provided to overcome these two stages of the decision on the mandate of the mission must be approved by the UN security Council. But it can block Russia, which has veto power. It is possible, he said, to go to a vote through the General Assembly. But the question arises whether Ukraine will receive 2/3 of the votes of the members of the UN General Assembly.

The most difficult question, he said, is Finance. According to various estimates, in year 1 – $ 1.2 billion. All basic expenses are taking on members of the security Council. 29% give the US, Russia – only 3.5%. Europe, says Snegiryov starts to protest, because they have a lot to lose because of anti-Russian sanctions.

Do not understand why in 2015 the security Council were not made to the Ukrainian proposals regarding the introduction of peacekeepers. And why Russia beat us on our field?
