The initiators of the proposal was the head of the lower houses of the parliaments of France, Germany, Luxembourg and Italy.
Chapter four lower parliaments of the founding members of the EU proposed to create a Federal Union.
This is stated in an open letter to the speakers of the lower houses of the parliaments of France, Germany, Luxembourg and Italy, published in Italian La Stampa.
“It is time to move towards closer political integration, the creation of a Federal Union of States with greater powers. We know that this term causes a strong resistance, but to prevent because of inactivity, everything was paralyzed, impossible,” – said in the letter.
It is noted that EU countries who do not want to immediately join the Federal Union, should be able to do this later.
“We need to have the courage to give up some sovereignty in many sectors, in which the uncoordinated actions of States are now completely ineffective and doomed to failure: from global warming to energy policy, from financial markets to the rules of immigration, from tax evasion to terrorism,” reads the letter.
