Three-year budget (2020-2022 years) is adopted today by the state Duma in the first reading — and that’s bad news.
Bad — because the expenditure on health and education in this, as in all previous years, is shamefully small. In my speech I cited figures: now to education allocate only 4.6% of the budget and for health care — 5.2%. While we are in “Fair Russia” believe that you need a minimum of 7% each.
In addition, I again talked about the need to eliminate from the system of financing the healthcare insurers and the rejection of the per capita principle: because rural medicine is death. Literally the death of patients is small, which means money to remote clinics and hospitals almost never gets.
What I heard in response from the Minister of Finance Anton Siluanov?
“Still, costs are rising. Every year we increase spending. 0.2%, 0.1%”. I even somehow awkward this reply to quote, but that said, it is said. The pace have to wait another 20 years, and then those who will survive, maybe…
Although it is not possible. Because insurers and per capita financing, the government will not give up: how, then, to exercise control? May deteriorate the quality of services. So said the Minister of Finance. Not even going to ask, how are the quality of services and parasitic medicine insurers. But how are the chronic underfunding of medicine and the quality of the services is clear to me. It is a pity that the government does not see.
Be limited to words I did not and have amended the budget to raise spending on healthcare to 7%. “United Russia” refused to vote, stating that “in medicine and so many sources of funding that you to the budget trailer?” Really, why discuss the main financial document of the country? The leader of the EP for a long time all said, with the economy we are all fine, just no money, hold on.
