The project provides for parliamentary elections on proportional system with open lists.

“One of the major and widely recognized problems of election legislation laid down in the applicable electoral systems that created a situation of isolation as people’s deputies and deputies of local councils from voters because of the lack of influence of voters on membership of the Parliament”, – stated in the explanatory note to the document.

As the authors argue, for personifitsirovano vote (open lists) will require the introduction of regional constituencies and “saving incentives for the support of the Ukrainian political parties to prevent their regionalization that may threaten the further deepening of inter-regional conflicts and the destabilization of the situation in the state.”

The same electoral system is proposed to apply also to elections of deputies of the Supreme Council of Crimea, regional councils and city councils in cities with a number of voters above 90 thousand people.

“At the election of the mayors of such cities is proposed to use the electoral system of absolute majority,” said the authors.

The document was drafted by a team led by speaker Andrew Paruby: Alexander Chernenko, Leonid Yemets, Yurii kliuchkovskyi, representative of the Institute of legislation lying to Natalia Bogasheva, as well as a representative of the NGO L. Kalisetskaya.
