Russian President Vladimir Putin signed the law on increase of excise tax on wine from 2020. The document published on the official portal of legal information.

In 2020, the excise tax on wine and fruit wines will be 31 rubles for 1 liter, in 2021 — 32 rubles in 2022 — 33 rubles. Excise duty on sparkling wine (champagne) in 2020 will be 40 rubles per 1 liter, in 2021 — 41 rubles, in 2022 — 43 rubles.

For excise goods are wine (with the exception intended for the production of distillates), grapes for wine, sparkling wine (champagne), liqueur wines, spirits, made on technology of a full cycle. The excise tax on grapes in 2020 will be 30 rubles per 1 ton, in 2021 — 31 rubles, in 2022 — 32 rubles. The tax on bulk wine, grape must and fruit mash will be 31 rubles for 1 liter in 2020, 32 of the ruble — in 2021, 33 rubles in 2022.

In late March, the Finance Ministry proposed to increase the minimum retail price (MRTS) on sparkling wine to 207 rubles per 0.75 liters, whereas currently, MRC champagne is 164 rubles per 0.75 litres.

Later, the head of tax and customs policy of the Ministry of Finance of the RF Alexey Sazanov reported that the introduction of the minimum retail price (MRTS) on beer, wine and wine beverages in Russia will be postponed for a year.
