The Prosecutor General’s office published a conversation of the Nikolaev criminal authority Mikhail Titov, known by the nickname the Cartoon, with the head of the local faction of the Pro-Russian opposition bloc party of Vladimir Frolenko.
As explained by the speaker of the Prosecutor General Larisa Sargan, the recording was made public “to understand how a criminal authority can control the politician of the regional level”.
“He is a defendant in a criminal chronicle in the South of Ukraine, his name is in Ukrainian and Russian websites in the list of crime bosses. It is noted that the Cartoon “held in their hands” is not only the Deputy of a regional Council, but all of the Nikolaev area.
