Published a draft law on de-occupation of Donbass

Ukraine declared the Donbas occupied by Russia.

The bill on the reintegration of Donbass, was developed by the Council of national security and defense recognizes that certain areas of Donetsk and Lugansk regions temporarily occupied by the Russian Federation.

This is stated in the document, a copy of which was provided to RBC-Ukraine.

Thus, in accordance with paragraph 1 of article 1, in the Donetsk and Lugansk regions temporarily occupied land area is recognized, within which the formation of the armed forces of the Russian Federation and illegal formations, created with the participation of the Russian Federation and administered, as well as occupying administration of the Russian Federation has established and implement their authority.

According to other paragraphs of article 1, the temporarily occupied recognized internal and external sea water and the air space above the respective territories.

St. 2 of the document declares the illegality of any organs or officials not provided for by the Constitution and laws of Ukraine, and established, appointed or elected by illegal means. Any act, decision or document shall be deemed invalid.

In article 3 and 4 of the bill refers to state policy toward the temporarily occupied territories. In particular, it indicated to the restoration of state sovereignty of Ukraine in these areas, their release and the restoration of the constitutional order, and protection of the rights and freedoms of citizens of Ukraine suffered from the Russian aggression.

St. 5 and 6 of the document describe the method of ensuring state sovereignty of Ukraine and protection of the rights and freedoms of citizens. At the same time, article 7 declares that the implementation of political and diplomatic measures to restore the territorial integrity of Ukraine ensured the priority of implementation of the provisions of the Minsk Protocol of 5 September 2014 and the Minsk Memorandum of 19 September of the same year, and “complex events” of February 12, 2015.
