The law the President signed during his visit to Odesa region.
As noted, it envisages the introduction of a system of guarantees for full payment to citizens the necessary medical services and medicines provided by the program of medhanandi, at the expense of the state budget.
The state guaranteed package provides for full payment for emergency care, palliative care and primary part on the secondary (specialized) and tertiary (highly specialized), and rehabilitation services, Medicaid children under the age of 16 and medical care in connection with pregnancy and childbirth.
Program megaranto must be approved by the Verkhovna Rada in the law on the state budget, and the amount of funds allocated for its implementation, is defined as the share of gross domestic product in the amount of not less than 5%.
The law also provides for the establishment of a new Central Executive authority that implements the state policy in the sphere of financing the provision of medical services and pharmaceuticals – “a Unified national customer.”
The new financing mechanism is progressive at the primary level from 2018 to 2020.
The law also provides for the creation of an electronic health system that provides automation of keeping records of medical services and management medinformatyka.
