Rosneft stated that it is working in Venezuela in the framework of contracts signed before the imposition of U.S. sanctions, and complies with all the norms of international law.

Company Dynacom Tankers Management, vladeasa tanker Dragon, says that from January 2019 none of its vessels were not involved in contracts with organizations, placed under restrictions. In March, the US administration has warned foreign companies working in the field of oil trade and refining, that they should cease direct, indirect or barter for the purchase of raw materials from Venezuela. However, a month later, the Agency Reuters with reference to sources and documents reported that Venezuelan President Nicolas Maduro receives money from sales of Venezuelan oil via Rosneft in an attempt to circumvent U.S. sanctions. According to him, PDVSA is redirecting the account from the sale of oil “Rosneft”, which in turn transfers the money to PDVSA at a discount to the sales price that “gives you the opportunity to avoid the standard term completing oil transactions constituting from 30 to 90 days, and later receives the full amount from the buyer”.

 

In response, Rosneft said that they intend to contact the police, as the Agency “engaged in the creation and dissemination of deliberate misinformation, the legalization of rumours in the interests of customers, invents informational reasons with the aim of harming the Russian economy, Russian companies and the Russian state”, – said in a statement. The company stressed that “in fact, these steps are informational sabotage.” Reuters eventually corrected the material on purchases of Venezuelan oil, indicating that it has no information on payments for the alleged transactions.
