Kiev has warned of an impending rise in metro

The rise in price in Kyiv is inevitable.

Metro may again increase because of a debt of UAH 2 bn. This became known during the last hearing between the KP “Kiev underground” and the company gave metro leasing cars.

In particular, the court rejected the petition of the Moscow subway about the deferral of payment of 2 billion UAH debt for partial delivery 100 cars in 2009. Interestingly, during the court session when the judge asked where the subway will take the money to repay the debt, the representative of the KSCA directly said necessary funds will be obtained through another raise in fares. “We will again raise tariffs”, — said the lawyer of KCSA in response to the judge’s question.

By the way, according to the NGO “Public audit”, for smooth operation of the Moscow subway the fare should amount to 6,5 UAH. “Otherwise, the proceeds of the metro will be enough only to repay the actual expenses without borrowings and debt,” said transport expert of OO “Public audit” Vladimir Turchinsky.

Moreover, as has informed “news” a source in the Department of transport in KCSA, there is a high risk of increasing the interval of movement of trains, which will affect the comfort of passengers.

However, in the subway refute this information. “No, on the contrary, we have shifted to winter mode, and trains will run more often”, — said the speaker of the Metropolitan Natalia Makogon.

City hall: the situation is deplorable

As follows from the court’s decision, the contract for the supply of cars also provides for the indexation of the debt to the dollar exchange rate, which of the 2 billion debt, a large part of 1.2 billion — is the exchange rate difference, while the debt on payment of the cost of the cars — only 366 million. The rest is penalties and interest, and annual interest for the use of wagons at the rate of 3%, which will amount in 2020 of about UAH 200 million.

The huge debt has led to the fact that in March of this year, the court arrested the account of the Kiev metro, which, as they say in the subway, now the company is unable to purchase the required spare parts for rolling stock. As a result, over 150 cars remain in the depot. “Since March, when he was arrested accounts, the situation has not changed. Daily flights out 650 cars from 822. The margin of safety we have so far, but it is only a matter of time”, — said Natalia Makogon.

Compounding the situation is the duty of the subway before “Kyivenergo” in the amount of UAH 170 mln. However, the Director of the transport Department of the Kyiv city state administration Sergei Simonov in the interview with “Vesti” said that currently in the municipality there is a common vision problem solution. “The situation is really deplorable. But the other way of resolving the conflict, how to win court, I do not see”, — said Simonov.

In turn, member of the transport Commission Kyivrada Prokhor Antonenko said “news”: despite the fact that a temporary control Commission of the Kyiv city Council considered the terms of the contract (in part reference to the exchange rate difference), and the fact of purchase of the cars using leasing operations, corruption scheme, the Metropolitan government has not made any attempts to appeal questionable items.

“The Kiev government had every opportunity to renegotiate or cancel additional, illegal agreement on adjustments for fluctuations in the dollar, however, no appeal to the court on this occasion was not,” says Antonenko. Moreover, according to him, representatives of the Kyiv city state administration has repeatedly missed court hearings. “Arrest of accounts of the representatives of the Kyiv city Council sent the appeal in the wrong court. According to the Unified register of legal entities, the ultimate beneficiary “Ukrroslizing” is a Cyprus offshore company “Ukrroslizing Cyprus limited”. It should be noted that Cyprus offshore company, as follows from the report of the temporary control Committee of the KSCA, is the second owner of the company, and the founder of the “Ukrroslizing” is a certain firm “Keeping”, the authorized capital of which in 2010 acquired the Cypriot company “Ukrroslizing Cyprus limited”, which is associated with the Russian VEB Bank.
