Several times the increase in the expenses of Ukrainians for utilities, according to the data of the state statistics.
In 2013, the average amount of bills in the winter ranged from 500 UAH, and last winter it reached 1800 UAH.
In 2016 for the first time in many years, the level of payment of utilities fell below 90%. That is assessed out of 10 hryvnia for utilities at least one hryvnia — debt. Thus, the level of payment in 2013 was 105%, in 2014 — 93,9%, in 2015-95, 5%, and in 2016 — a total of 86.7 per cent. This total debt for communal last year was less than 17 billion UAH, and at the moment — 28.4 billion UAH.
Judging by the growing number of subsidianes, for many Ukrainians “commercially reasonable rates” was not afford. The average number of subsidianes should fluctuate in the range of 15-30% of all payers in the utilities, in Ukraine this figure approaches 60%. So, in 2013, “utility rebates” received 677 thousand families, and at the moment — already 8.1 million households.
Some experts sure to take into account in the calculation of subsidies have not only income but also the number of cars. For example, not to give a discount if the property of the family has a few cars or a few apartments. In addition, the verification process, launched last year, the Ministry of Finance plans to improve.
