In Russia want to introduce criminal liability for importing products of sanctions

Already developed the corresponding bill.

The Ministry of Finance of the Russian Federation has developed the bill which proposes to introduce into the criminal code the punishment for importing and selling products on which Russia imposed an embargo.

In the explanatory note to the draft law, the Ministry of Finance notes that “of particular importance is the need to increase the responsibility of unscrupulous individuals for evading compliance with the relevant prohibitions and restrictions”.

Prepared by the Ministry of Finance of the Russian Federation the amendments expand article 226.1 smuggling — so a sentence of three to seven years with a fine of up to RUB 1 million is proposed to punish not only for the import into Russia of drugs, nuclear waste and poisons, but also “the movement of goods in respect of which the prohibitions and restrictions on their import to the Russian Federation or export from it.”

The Finance Ministry proposes to separately determine the volume of imported goods if their value exceeds RUB 1 million, it could be an aggravating circumstance.

In addition, the Ministry of Finance proposes to Supplement the criminal code article 226.2 the violation of the ban on the circulation of prohibited import goods. Under the proposed amendments, the sale of such products shall, as smuggling, be punished with imprisonment for a term of three to seven years and with fine up to 1 million rubles.

The list of banned products shall be set by the government.

Criminal liability for the importation of the sanctions has been suggested before. In 2015, this initiative by the Federal customs service.
