May 11 Kubaka made the Protocol on violation of the rules of the campaign (part 5 of article 20.2 of the administrative code). He was detained with the same poster “I lied Putin. The hunger strike” during a rally near the building of presidential administration. During the campaign he was approached by two women, one of whom unfurled a banner “Stop the fifth column”, according to the publication “OVD-info”. The officer called police to complain of the hindrance to the action. Militiamen detained Kubaka and a woman with a poster and delivered them in OVD “China-a city”.

According to Skubala, he arranges pickets due to the fact that before the dismissal he was not paid the stipulated by law, the subsidy for housing.
