A surveillance camera filmed the flight of the Sparrow, which hung for a moment and flew away, the bird did not lift wings.
The video, which was posted on YouTube, shows how to work a strobe effect.
Stroboscopic effect is a visual illusion, when the movement occurs during separate sequential time intervals. For example, the illusion in the video with the Sparrow arose because matched the frequency of the flapping wings and the frequency of the shutter of the camera.
The stroboscopic effect also occurs when observation helicopters.
